		<description>I read a post somewhere that maintained that the original published description was a stalking horse, something to draw fire or constructive criticism.  That the author knew it wasn&#039;t satisfactory but didn&#039;t know how to describe something better.  He hoped someone would punch holes in the waterfall model and propose something better.  Instead, it was elevated to received wisdom and the masses took it and ran with it because as flawed as it was, it seemed better that the chaos they were lost in.</description>
